The bay is the beginning of the Benguela Railway, which extends from the port to Luau, as well as to Zambia and the Democratic Republic of the Congo. The railway began building in 1902 under the leadership of Sir Robert Williams. The contractors had to pay the government of Angola 200 for each African worker who died on the job. For any worker who lost a leg, the contractors paid 30. The
